Pallets in Photoshop can be customized, for example you can reorganize them and regroup them with other pallets.
When you first start using Photoshop you will be shown the default arrangements of these pallets, and you might find that your not comfortable working with the default arraignments. For instance when your working with allot of layers the default arrangement of the layers pallet will only have enough room to show you 5 or 6 layers before you have to start scrolling that list., so you may want the layers pallet to be much taller to see more layers. In that case you would need to reorganize the pallets on the screen to suite your work. To move the pallet groups you would click and drag on the title bar of that group and then you can place that group anywhere on the screen, you can also resize the pallet group by clicking and dragging on the edges.
You can also change the contents of a grouped pallet by adding or removing pallets. For example you can add a pallet to a group by clicking and dragging and on the pallet tab as shown.

You can also dock pallets as well which is slightly different then grouping them, for example you wanted to see the paths pallet and the layers pallet at the same time, but you wanted them to be just one pallet instead of tabbed pallets. Have the layers pallet and the paths pallet as to separate floating pallets, then click and drag on the paths tab and drag it to the bottom of the layers pallet, it should align itself to the layers pallet, if you keep dragging slightly into the layers pallet you should see a black rectangle if you let go you should have a combined the two pallets into a single pallet, and are now docked. You can tell they are docked because the paths pallet does not have a title bar anymore. You should now be able to move the group together by dragging on the tile bar. Note you can not dock an entire group, you have to dock a pallet at a time.
