1. Start off by creating a new document about 300 by 200 pixels

2. Make sure the background is black, and type your text in white, right click on the text layer and choose Rasterize type.

3. Hold CTRL and click on layer icon (animation)

Now we need to inverse the selection so go to the select menu and choose inverse selection.
Hold Shift & F and fill the selection with black

Then deselect the selection by choosing deselect in the select menu
4. Use the magic wand tool to select all the letters, hold down SHIFT when selecting the letters (animation).

5. Go to the filter menu and choose blur Gaussian Blur with a radius of 3.

6. Go to the filter menu and choose Stylize / Solarize, go to image / adjustments and choose auto levels. you should have something like this.

Hit CTRL + D to deselect.
7. Go to the filter menu and choose Stylize / Wind from the left

Now we need to rotate the canvas by 90 degrees CW, so go to the image menu and choose rotate canvas / 90 CW. Apply wind CRTL & F to that rotation.
Repeat until you applied wind in all 4 positions and the canvas is back to its start position. You should have something like this

8. Go to the filter menu and choose Stylize / glowing edges with these settings.

You should now have something like this

9. Go to the image menu and choose image adjustments / hue saturation, and choose a colour similar to this
